A Drop of Contributiontion Thousand Nenasala concept of Srilanka by Udubaddawa Nisala Nenasala
Udubaddawa Nisala Nenasala is inKurunegala district of North
Western Province of Srilanka. It is matter to happy that ICTA of Srilanka is launching
of the first ever island wide Nenasala Pranama Awards. In Srilanka Information Communication
Technology Agency of Srilanka (ICTA) has already taken necessary steps to
implement the TELECENTRE NETWORK at Grassroots level in island wide. When considering our professions we were
seeking for this kind of program since period of time. In that case our telecentre
was initiated 5th of October 2008 as Udubaddawa Nisala Telecentre. Udubaddawa NISALA telecentre is 566 Telecentre in Srilanka at
Udubaddawa A.G.A. Division of Kurunegala district under the Srilankan 1000
telecentre project concept of the president of Srilanka and the government. With
a large number of Distance Learning Education Centers, Empowering grass-root
Level at Village Level our telecentre Specialized for empowering ICT and
English Language. Udubaddawa NISALA Nenasala does multitasking duties for entire
Public based on ICT.
So as telecentre manager whole staff of Udubaddawa Nisala
Telecntre ready to give our fullest cooperation to develop the esrilankan theme
and development of grassroots level and also we have already done several
activities, duties, tasks, and projects based on ICT for various field at
village level as well as district level. There are three persons working with
me in this Nenasala Centre
- Santhusha Jayathilaka as Manager
- Suranga Niroshan as deputy manager
- Nilupul Dananjaya as executive
officer
- Asela Sandaruwan as common servirse

Actually already we have been able to uplift several
Nenasala Centres in Kurunegala district and Puttlum districts which were not in
order. Now they are in progress. Here I
mentioned them.
01. Uplifted Nenasala Centres
- Sri Puspparama Telecntre,Gonulla,Gonawila,Pannala(Pannala
AGA Division in Kurunegala district)
- Sri Lokanada Telecntre,wewagama,Wekanda,Kuliyapitiya(Kuliyapitiya-west
AGA division in Kurunegala district)
- Sri Vidyarathna Telecntre,Veerahena,Nattandiya(Nattandiya
AGA Division in Puttlum District)
- Vidatha Telecntre,Deegalla,Deegalla(Kuliyapitiya-west
AGA division in Kurunegala district)
Here what we did was we trained Nenasala
operators and taught them how to run a Nenasala serving IT services to
civilians and our goal was after encouraging them and finally to make good
connection among the above Nenasala. We
were able to find out cleaver students who came to learn IT to our Udubaddawa
Nisala Nenasala and after completing their studies we gave them some
responsibilities after identify them as good operator we appoint them as
permanent Nenasala operators in above mentioned Nenasala Centres.
02. We Udubaddawa Nenasala doing English Language
development programme in above nenasala centres.( Distance
Learning Education Centers) Preschool age to adults. That has been a good sustainable task to my
telecentre. Because there is a strong link between ICT and English Language. And
also still in Srilanka English literacy is in less than 50 percentages. So it
is essential to increase that percentage whatever way we can. Not only that I
have been able to give 20 job opportunities to unemployed youth in our
area as English teachers. Now
they are also self-sustain persons.
Actually whole these opportunities given by this Valuable Nenasala
Network. So I think introducing this
kind of program to other world Nenasala network they also able to take
advantages of this. That was a great
determination to us. When teaching English at the village level where situated
our distance education centre in far away from the regional city and our
teachers go to the separate centrs day by day in weekdays and weekend where
situated in temples, public halls and religious places. Our teachers use smart
phones as tool of teaching. This technic
has been fruitful so far because students find it interesting when they hearing
accuracy pronunciation, graphics, videos and using this kind of electric
instrument. Actually that was a great tool to both teachers and students. Here we have resource pool from universities
of Srilanka, education department of Srilanka and the Volunteer associations
like Sarvodaya to implement the above process at village level.
Not only that we want to implement the IT training in good
way from our Nenasala. So we study the
IT teaching guide line of the Srilanka there is a Tertiary and vocational
education commission in Srilanka to preform that task. We study them and formed
new IT courses to both kids and adults.
And also we were able to do webinars (Skype conference) as online
seminars with the help of the resource persons from universities. Actually those kinds of activities were not
in the past they were the innovative education tasks of the Nenasala. Because students who were in the villages
they couldn’t have the lectures from universities before they enter the
universities. Because of our innovative
introducing now they are having such experinces. Now students feel confidence when they facing
exams.
03. Last whole year we have launched awareness programs at
A.G.A. divisional level wise in Srilanka.

04. We have already made aware the whole employees in
Udubaddawa A.G.A. Division. (GS Officers, Samurdee officers, Field officers,
Agri officers etc)
The feedback is very good. After doing the awareness
programme I got many opportunities from everywhere we represent.
05. We got teaching opportunities. It means there was good market (Government
officers and adults).We held a computer training course for those who were in
A.G.A. Office based on LGN programme.
06. Not only that but in nowadays also we launching ICT
empowerment programme for Police officers.
Because Police department is now accepting the general complains through
emails and SMS. And also now computers
and ADSL connection was given to every police station and already in our
Dummalasooriya Police Station in Srilanka they got them and we held a one day
ICT workshop relevant to Internet and email in that Police station.

And also we udubaddawa telecentre is launching a new Nenasala promoting program me. We
nominated is as “propaganda road show task”. Here we have decorated a
three wheeler for propaganda vehicle. I hope to make aware all rural public
people about telecentre services and activities. And also already I have done a
several programmers at village level and villagers highly appreciated our program me
to uplift the telecentre. In the other hand especially students get enjoy from
our program me.
Before doing this kind of program me I found it is difficult to make aware the public. Especially village area people always busy with their day today works. So I find it easy to access the village area people by this task. And also by this task we normally go into their door steps and make aware all the services and activities done by Nisala telecentre. I saw that most of the village area people actually have no real idea about what a telecentre is and its services.
There are some very funny and interesting incidents that we faced visiting here and there. Actually I want to emphases that this kind of task is very essential to implement the Nenasala at grass root level.

08. In the other case my Nenasala now paying all kinds of utility
(day-today) bills through SAMPATHNET. That is also a very useful service to the
people in village level. Normally one
payment debit from its account within one hour. People find it easy to come to
our Nenasala without not going to the banks. We can pay 29 kinds of bills
through sampathnet. Actually this initiative was an one of innovative services
to civilians because before we introducing this service they used to got to
town or city where situated in 10or 12 kelomerts away from our regional city
and they had to bear a bus fear also.
After introducing this service most of them highly appreciated that
because they can save their time.
09. E-Channeling also a one of
helpful services that given by my Nenasala.
This service just like above mentioned matter. At the earlier patient or person had to go to
Colombo the capital of Srilanka to reserve or take the doctor
appointment(because all facility hospital situated in Colombo)one day and
because of the rush he or she had to go to consult a doctor another day.
Actually as Nenasala we should do such kinds of programs to public
because our Nenasala theme is global knowledge to village.
10. In 2009 we got opportunity to work in financial field
also. It means us as Udubaddawa Nisala Nenasala
joined hand with the SANASA DEVELOPMENT BANK of Srilanka. That is a development bank registered under
the central bank of Srilanka. SANASA is a one of grass root levels well
established name in Srilanka. Now there
is a Sanasa development bank savings unit in our Nenasala. The goal of this savings centre project is
eradicate the poverty in Srilanka. At the
moment we are accepting only deposits (savings and fixed) only. But withdrawals can be made from Kuliyapitiya
branch. Kuliyapitiya branch coordinates all the duties with our Nenasala
centre. We do Rs.50000.00 loan projects
to those who are self-employed. Already our Nenasala was able to create client
base with more than 500 members as customers with kids, women, men and
societies who are facilitating from us.
In here we do again multi tasks.
We train hoe to save money for their future, train them how to invest money
in good manner and finally we train them how to sustain self by their own. We
have now 30 groups targeting those loans.
Our center target is to become a Sanasa Developent center approved by
the central bank of srilanka.
In this regard I want to tell our tasks and programs which
we have already done, still doing and are to do in future for the betterment of
telecentre network not only srilanka but world also. In the other hand I want
to emphasize that ourselves find it difficult to do some activities or duties
because lack of resources. But we
already done and still doing yeoman service to entire public focused in village
level changing the traditional service style of Srilanka.
All above mentioned duties are very realistic. We want to do something for our country. We have that strength and the determination.
Udubaddawa Nisala Nenasala Academic year 2012 certificate awards ceremony
What began
as an initiative to increase the Srilankas IT and English language literacy
level through Udubaddawa Nisala Nenasala students and put the udubaddawa Nisala
nenasala in the Google map is today the North western province largest
gathering of ICT professionals, academia, knowledge Leaders and policy makers.
It is 2013 now. We are passing
the year of national information communication and English language. You
will be glad to know this initiative inaugurated by his Excellency, President
Mahinda Rajapaksha in two thousand nine. We are very happy that one of our genuine tasks has been fruitful
by this time. It took countable years to establish this Diploma in Computer
Application Course, KIDS IT course, Grade 5 Scholarships IT course, Web
designing Course, Graphic designing Course, Computer Hardware Course andCertificate
Course in English language. Here I would like to remind one of greatest saying
that is “Example is better than precept” because Udubaddawa Nisala Nenasala,
ICTA of Srilanka, Sarvodaya Fusion, resource pool of government school
principals and ourselves were able to empower the grass root level changing the
traditional teaching methods.

Especially through our distance education
learning centre network in Kurunegala and Puttlum districts we were able to
reach to each rural area with technology such as laptops, smart phones, Kindles
and internet access. That was a great chance to the students who followed this
English course and IT courses. Some times in the village areas we have found
that in the government schools they don’t have the IT & English teachers
for years. So students find it difficult
to study this subject. Actually in those cases as Nenasala we were able to fill
that short comings. So this teaching process has a strong empowerment. On the
other hand UDUBADDAWA NISALA NENASALA 2012 our students’ awards ceremony has
become more valuable. This awards ceremony is based on the academic year for
2012.
Several
new initiatives were introduced by the last academic year of 2012:
Ø Udubaddawa
Nisala nenasala had over 1500 students from 53 distance education learning centres
where situated at village level in Kurunrgala and Puttlum districts. We held two examinations as midterm and final
term.
Ø Final
term test was held at six government schools in Kurunegala and Puttlm district.
A pool of examiners from government schools supervise and examined that exam in
last 1st of December 2012.
Ø All the answer papers were
assisted by the English director of zonal education office kuliyapitiya.
Ø According to the average marks
the final result has been issued.
Ø 1577 students sat for both exams. Among
them 1421 were able to pass through
this achievement exams.600 students have been able to take “distinction pass”
and they have come today to take their valuable certificates. We have already held 6 regional certificate
award ceremonies in last two months at Dankotuwa, Nattandiya, Udubaddawa,
Pannala, Narangoda, Kuliyapitiya.
Ø First time in our
Nenasala education process 100 students have been selected as the best achieved
students for academic year 2012 of Udubaddawa Nisala Nenasala.
Ø Last
but not the least, a Knowledge workshop was held across several locations with
an objective to enhance computer literacy among school children in the
districts of Kuunegala and Puttlum. The best achieved students of toady have
already been enrolled for a free computer training programme.
In focus
over the past 5 years has evolved into the north western province’s largest ICT
and English exposition and has become a platform for the world to connect to
the Srilankan ICT industry.
Our vision
for Udubaddawa Nisala Nenasala 2013 is to make it even bigger and better, where
a confluence of divergent thoughts, ideas, nationalities will all come together
under one roof to make great things happen.
Finally we want all children, regardless of race, creed or
circumstance to achieve their full potential. Our task is to make it possible.
Our mission is to provide practical, step by step assistance.
Not stop to the Theme of the year
We celebrated the 21st
century with festive manner. Sometimes
we have tried to jump over to 22nd century over 21st
century. In some cases I feel that when
many countries are moving to 22nd century, as Srilankans we are moving
to again 21st century. But
still we are in 21st century.
So here I would like to take start for this article reminding that.
This government has
already declared that year 2009 is the year of national IT and English. 21st
century was being started introducing e-government for Srilankan. e-government
which is combining with ICT concept has been a very famous. e-government
process means G to c , G to b , G to e and G to g and here this process gives
opportunity to fulfill needs and wants immediately of each civilian. Countries
of this world already doing government services through ICT. As example in Singapore they provide 1300 services
through 1600 services to public. As srilankans we should highly study that kind
of tasks and it is time to think of
that.
e-government concept
has been a discussing matter in present Srilanka. And it must be admired that present
government has already done gigantic services to this ICT field. There are
special institutions dedicated for ICT and they have touched the grassroots
level already.
New Rising of
information communication technology has become new trend of our society. In the future we can’t imagine world without
ICT. We need ICT in various ways. As example to develop the persons knowledge,
to update the knowledge and etc. Because
in the future knowledge will be the capital.
To achieve that we need proper plan.
And that plan must prepare by us.
We can do that task. Because in
birth we have brought that talent/skill.
Especially as Srilankans we have that skill because when we reminding
our ruins such as “yoda aela”,”Sigiriya”etc made by our forefathers they are
unbelievable but who have done them?
What we should do is
thoughtful change. I think that must be done by alone with ICT. To do that task we will have to give up some
superstitions. It is time to take out
your talents and skills. Stop the running here and there. You need the CHANGE. To see the world in new
perspective join ICT AND ENGLISH LANGUAGE.
Because ICT and English Language are essential things of that. It is difficult to go this journey forgetting
both of that. There is a very close link
between ICT and ENGLISH. That is the
theme of this year. Don’t kick to that.
Presidential secretariat and Information communication
technology agency of Srilanka with NENASALA will teach accurate path to develop
the sustainable future, sustainable society and sustainable country. Therefore we will have to live forever in
that theme.
So finally let’s think
about that and try to achieve that forever with responsibility. I think that it is our duty.
Dictionaries for Rural Students
Under the Udubaddawa Nenasala there is a well established English Teaching
programme at village level called e-pacific.
Udubaddawa Nenasala joined hand with pannala, Gonulla, Kuliyapitiya,
Wewagama and Nattandiya Nenasala is doing this enabling English literacy of
village are students for more than two years.
Here 18 young youth have been appointed as English teachers and they are
teaching English language in G.S. divisions’ level in temples or public places.
Here we Santhusha Jayathilaka,Suranga Niroshan,Lalith Adikari and
Nilupul Danananjaya as administrative officers of this task planed last month
to distribute (deliver)220 English Sinhala Dictionaries for rural students.
Here we had to decide the way of delivering these dictionaries and that
was very critical. Finally we decided to
select students from raffle draw. So we
organized the programme last 22nd Saturday in Udubaddawa
Nenasala. As board of judges there were
Sanasa Development bank chief executive officers, Accountant and a principal.
The names of representatives as follows Mr. Nilam,Mr Manjula,MrRavindra and Mr.
Lilarathna.The selecting programme was held in fair.
Empowering Government officers
We Udubaddawa Nenasala Started to empower the
AGA office staff in ICT.We discussed with the
Divisional Secretariat about what they need.We found that there is a
new net work called "Lanka Government network" and most of the officers
were lacking the knowledge usage of that.So what we did was we got them
trained based on LGN.And also we used the Gtec course material for this
task.Officers were seeking the knowledge of Open office.This course consist of
18 hours theory lectures and 20 hours practical hours.Udubaddawa Divisional
Secretariat Mr R.A.B.P. Rupasingha let AGA officers to leave from their duties
for ICT studies for Udubaddawa Nenasala.Santhusha Jayathilaka,Suranga
Niroshan,Lalith Adikari,Nilupul dananjaya were the ICT leturces.Most of the officers
were able to remind their schooling time.
This campaign was done in last October to
December.Finally last 28th Friday AGA Officers were awarded by G-Operator
certified course certificate.This awarding ceremony took place at the
Udubaddawa Divisional Secretariat Office and Udubaddawa
Divisional Secretariat Mr R.A.B.P. Rupasingha,Assitance planning director Mr
Abesekera and In charge of Samurdee Mrs Nayomi Ranathunga participated for this
ceremony.
2011 First Certificate Awarding Ceremony
It’s time to write
important something after some time. Although Udubaddawa Nisala Nenasala was
silence for some time we were busy with the day today duties. Actually not only
our selves but everybody of this competition is busy with his duties. Somehow
what I want to stress is we have prepared the ground floor previous months. As
a result of that Last 29th Sunday we were able to do parents and students gathering for special occasion. That was a
certificate awarding ceremony of Udubaddawa Nisala Nenasala students who have
followed their ICT enabling course in year 2010.
Approximately 100 students were able to receive their ICT certificate in Udubaddawa divisional sectariat office auditorium. The ceremony was held calmly. All the parents were there to receive their children’s’ certificate.


There we wanted to do something new for those parents. Because once in blue moon parents participating for that kind of programme. So we tried to give somewhat different kind of awareness. We discussed this matter with fusion sarvodaya. As usual they made background of that. Especially always help full leader for ourselves Mr isura silva gave us his fullest corporation for that. What we did was ICT awareness through online. Although Skype calling is normal thing for ICT friendly users there are so many other people (Parents, Village level persons, elders, senior students) who don’t know even INTERNET. So we discussed to give this real experience to them. It was Isura Sir the resource person who made that very meaning full, practical, simple awareness speech through Skype to audience who were at Udubaddawa AGA office auditorium. At that time Isura Sir was at home Colombo,Piliyandala and we(audience) were at Kuliyapitiya,Udubaddwa. Some persons were thinking about that now they can see and hear /video and audio in one time. So we have felt that although Isura Sir wasn’t at Udubaddawa he was able to talk to the heart to our parents. Actually that was a result of this digital/technological future.
That awareness was very successful. At the end of the speech of Isura Sir he let one of participants of Udubaddawa to ask a question from him through Skype…after some time one of parents came in front of the computer machine and made his question. That was somewhat interesting matter…
” සර් අපි දැන් ඉන්නේ පරිඝණක යුගයක.මීට ඉහත අපි අවුන්ස වලින් රාත්තල් වලට මාරැ වුණා. රාත්තල් වලින් පස්සේ ග්රැම් වලට එතැනින් පස්සේ ටෙලිවිෂන් යුගයකට අපි ආවා.මට තියෙන ගැටලුව තමයි අපිට මේ සමාජය තල ජිවත් වීමේදි කැමැත්තෙන් හෝ අකමැත්තෙන් මේ දේවල් භාර ගැනිමට සිදු වෙලා තිබිම.සර් මෙන්න මේ කැමැත්තෙන් හෝ අකමැත්තෙන් භාර ගැනිමට සිදු වෙලා තිබිම මට පැහැදිලි කරලා දෙන්න පුලුවන්ද?... “
